Equipment concerned

Prior approval applies to terminal equipment intended for direct or indirect connection to a public network and to radio equipment before it is placed on the Nigerien market.

Local applicant

The ARCEP procedure requires the applicant, whether an individual or legal entity, to be established in the Republic of Niger. Nova Compliance can provide local support and representation depending on the project.

Administrative file

The application notably includes a stamped written request, the signed ARCEP form, applicant and product details, import evidence or a manufacturer mandate, and proof of payment of the review fee.

Technical file

The review covers the detailed datasheet, technologies and frequency bands, output power, antennas and interfaces, together with compliance reports addressing spectrum use, EMC, safety, health, the environment and other essential requirements where applicable.

Assessment and testing

ARCEP assesses a complete file against the applicable standards and technical requirements. Laboratory tests and samples may be required when the supporting evidence is insufficient or further verification is necessary.

Certificate and validity

Following a favourable assessment and payment of the issuance fee, the certificate is issued for the equipment concerned. It is valid for three years and cannot be used for another product.

Renewal and changes

Renewal must be requested two months before expiry, with evidence that no substantial change has been made. Changes to technical characteristics or references may require a new approval.

Marking and follow-up

Before sale or use on a public network in Niger, approved equipment must bear the required regulatory marking. The certificate holder must maintain conformity and provide the monitoring information required by the rules.

Regulatory fees

The order sets a non-refundable application review fee of CFA 50,000, followed by an issuance fee that depends on the equipment category. Any testing entails additional costs. Amounts should be reconfirmed before each filing.

Regulatory timeline

The order provides for an authority decision within no more than two months from the acknowledgement of receipt. Actual timing nevertheless depends on completeness, testing and requests for additional information.
